When you click public profile on the portal and forum, you will get an 404 error because it's redirecting to .net/user-1.html instead of net/member.php?action=profile&uid=1
how do i fix that?

You've turned on the SEF URLs but probably didn't rename your htaccess.txt file to .htaccess first... turn off the SEF URLs and it'll go back to /member.php?action=profile&uid=1

where can i edit sef urls?
and no i didn't rename the file.

The same place you turned them on, the Server and Optimization settings. If you want to use them, disable them, rename htaccess.txt to .htaccess, and re-enable them.

aight, fixed. now i got an new problem. for some reason when im trying to update my profile it automatically set's an 0 in the birthday year field, so i'm not able to change it.
