Hm... honestly, I believe its in your templates somewhere, because all the line numbers that are throwing the errors are lines where the template code is set to a variable. Either that or something is modifying the global.php file and leaving what looks like a quotation mark unclosed.

If you don't mind, post the contents of your global_boardwarning_closed and header_welcomeblock_guest templates.

Well, I can say this, what it appears to be at first glance is an open set of quotes somewhere, either in one of those eval statements mentioned or in the templates themselves. Barring that it could be a problem with your host, but I'm pretty well convinced that its in the templates or a plugin somewhere.
Something else that just dawned on me.

Admin CP -> Configuration -> Use GZip Page Compression [Yes/No]

Try changing that and see if it fixes it.
