1.) Get Linux.
2.) Get InspIRCd
3.) Edit the config, and set it up to be used on your IP.

Or if you use Windows and don't want to us another OS, you will need to ask a IRC server owner to let you have a channel.

I believe unreal works for windows. Google it.

I think it's that Smeding got bored, and started to play with the server cables.

I installed the chatzilla IRC add-on for firefox today. Its pretty cool. Would recommend.
